Compecon Limited is an independent economic consultancy specialising in the application of state of the art economic analysis to competition policy issues, mergers and industry regulation. Founded in 2001 and based in Dublin, Compecon has established itself as one of the leading Irish economic consulting firms in competition and regulatory issues. Compecon is directed by Patrick Massey, an economist with 30 years experience in both the private and public sectors in Ireland and overseas. It also has access to a number of leading academic economists. Patrick Massey - Biographical Note.

Patrick Massey established Compecon in 2001. Previously he was a member of the Irish Competition Authority for ten years including four years as the Authority’s Director of Competition Enforcement where he was responsible for directing several major investigations into anti-competitive behaviour. He has lectured on the economics of competition and regulation at NUI, Maynooth and at Trinity College Dublin.

From 1991 to 2001 Patrick Massey represented the Competition Authority on the OECD Committee on Competition Law and Policy and the EU Advisory Committee on Restrictive Practices and Dominant Positions. He has acted as an advisor to the State Competition Protection Office in Lithuania and assisted in OECD training programmes for competition authorities in Eastern Europe and the CIS. In April 2002 he addressed a joint UNOHR/OECD conference on the reform of network industries in Bosnia/Herzegovina.

Prior to joining the Competition Authority, Patrick Massey worked as a senior economist with the New Zealand Treasury where he was responsible for co-coordinating the Treasury’s macroeconomics forecasts, a key input in framing the annual Budget. He previously worked as an economist for six years with DKM Economic Consultants in Dublin. He also spent two years teaching economics at NIHE Limerick and lectured on Economic and Legal Aspects of Competition Policy in Trinity College Dublin in 1999-2000.

He is the author of New Zealand: Market Liberalisation in a Developed Economy and co-author of Competition Law and Policy in Ireland and Competition and Regulation in Ireland The Law and Economics. He has written a substantial number of articles on economic policy generally and competition policy in particular which have been published in Irish and international journals. Patrick Massey is a member of the Irish Economics Association; the Statistical and Social Inquiry Society of Ireland; The Royal Economics Society; The American Economic Association; the European Association for Research in Industrial Economics; the Network of Industrial Economics and the Competition Law Scholars Forum. He is a director of Repak Limited.
