Patrick Massey established Compecon in 2001. Previously he was a member of the Irish Competition Authority for ten years including four years as the Authority’s Director of Competition Enforcement where he was responsible for directing several major investigations into anti-competitive behaviour. He lectures on the applied economics of competition and regulation at NUI, Maynooth and has also lectured on the economics of competition policy at Trinity College Dublin.
From 1991 to 2001 Patrick Massey represented
the Competition Authority on the OECD Committee on Competition Law and Policy
and the EU Advisory Committee on Restrictive Practices and Dominant Positions.
He has acted as an advisor to the State Competition Protection Office in

Patrick Massey worked as a senior economist with the New Zealand Treasury where
he was responsible for co-ordinating the Treasury’s
macroeconomics forecasts, a key input in framing the annual Budget. He
previously worked as an economist for six years with DKM Economic Consultants

He is the author of New Zealand: Market Liberalisation in a Developed Economy and co-author of Competition Law and Policy in Ireland and Competition and Regulation in Ireland The Law and Economics. He has written a substantial number of articles on economic policy generally and competition policy in particular which have been published in Irish and international journals. · Breaches of Irish Competition Law. Compecon has advised a range of clients, including the Competition Authority, and prepared a number of submissions to the Authority on behalf of clients. Patrick Massey has acted as an expert witness in a range of cases. Recent assignments include acting as expert witness for the Irish League of Credit Unions in an action brought by the Competition Authority. As the Competition Authority’s Director of Competition Enforcement, Patrick Massey headed several major investigations resulting in successful court actions by the Authority.
· Mergers Compecon has advised a number of clients regarding mergers. Recent assignments include mergers in agribusiness, financial services and waste disposal.
· EU Competition Law. Patrick Massey represented the Competition Authority on the EU Advisory Committee on Restrictive Practices and Dominant Positions for ten years and has addressed international conferences on EU competition law.

Deregulation Patrick
Massey has written extensively on introducing and promoting competition into
various regulated sectors of the Irish economy such as telecoms, electricity,
natural gas and taxis. Assignments undertaken by Compecon include preparing
reports on competition and regulatory matters in a number of sectors including:
Telecommunications; Electricity; Transport; Retailing; Waste Recycling; and
Pharmacies. Compecon advised Vodafone
· Technical Assistance to Other Competition Authorities. While at the Irish Competition Authority, Patrick Massey provided technical advice on competition legislation and its enforcement to Competition Authorities in Estonia, Hungary, Lithuania and the UK. He also participated in OECD training seminars for competition authorities in Eastern Europe and the CIS.
