Patrick Massey established Compecon in
2001. Previously he was a member of the Irish Competition Authority for ten years
including four years as the Authority’s Director of Competition Enforcement
where he was responsible for directing several major investigations into
anti-competitive behaviour. He has lectured on the economics of competition and
regulation at NUI, Maynooth and at Trinity College Dublin.
From 1991 to 2001 Patrick Massey
represented the Competition Authority on the OECD Committee on Competition Law
and Policy and the EU Advisory Committee on Restrictive Practices and Dominant
Positions. He has acted as an advisor to the State Competition Protection
Office in
Prior to joining the Competition Authority,
Patrick Massey worked as a senior economist with the New Zealand Treasury where
he was responsible for co-coordinating the Treasury’s macroeconomics forecasts,
a key input in framing the annual Budget. He previously worked as an economist
for six years with DKM Economic Consultants in
He is the author of New Zealand: Market
Liberalisation in a Developed Economy and co-author of Competition Law
and Policy in Ireland and Competition and Regulation in Ireland The Law and Economics.
He has written a substantial number of articles on economic policy
generally and competition policy in particular which have been published in Irish

Patrick Massey is a member of the Irish
Economics Association; the Statistical and Social Inquiry Society of Ireland;
The Royal Economics Society; The American Economic Association; the European
Association for Research in Industrial Economics; the Network of Industrial
Economics and the Competition Law Scholars Forum. He is a director of Repak
Limited.
